Florida 2020 Trust Fund; creates said trust fund; specifies purposes; specifies application of moneys, & specifies sources of funds for trust fund; requires DEP to distribute moneys in fund for certain purposes; requires department to administer trust fund; provides for alternative use of moneys in fund under certain circumstances; takes effect upon passage of constitutional amendment creating bonding authority for Fla. 2020 program. Creates 259.1051.
