Legislative Sessions/Odd-years; constitutional amendment to require Legislature to devote each odd-year regular session to preparing budget & monitoring & evaluating state program performance & effectiveness & to require Legislature to limit other matters to be introduced in such sessions. Amends s. 3, Art. III.
