Law Enforcement Agencies/Operations; provides it is third-degree felony to contact or communicate with any person who is directly involved in tactical operation of law enforcement agency or to authorize broadcast or telecast of any recording or depiction of tactical operation of law enforcement agency during course of operation; requires that law enforcement agency inform public of conclusion of such tactical operation; encourages development of protocol, etc.
