State Agency Rules; requires certain state agencies to inform person of requirements of certain rules before imposing penalty or compelling compliance with rule under certain conditions; provides exceptions; provides defense in proceedings to impose penalty for violation of, or compel compliance with, such rules; prohibits such agencies from enforcing such rules under certain conditions; provides application.
