Dept. of Corrections; revises dept. goals & organization of state correctional system; provides for administration of dept. operations through regions; exempts certain positions in DOC & CFS Dept. from membership in Career Service System; creates provision re inmate's family visitation services & programs; requires DOC & private vendors operating state correctional facilities to make smoking-cessation assistance available to inmates, etc. Amends FS.
