Water & Wastewater/Rates/PSC; clarifies exemption for resellers from regulation as utility by PSC; authorizes commission to authorize collection of interim rates under certain circumstances; authorizes commission to require collection of certain rate differentials; provides for finalization of interim rates under certain circumstances; clarifies procedure re withdrawal of request for rate relief during pendency of rate case, etc. Amends 367.022,.0814,.082.
