Brownfields Redevelopment; redefines terms & defines term "contaminant"; revises application of definitions; clarifies that person responsible for brownfield site rehabilitation must enter into brownfield site rehabilitation agreement only if actual environmental contamination exists at brownfield site; provides clarification that cleanup criteria do not constitute disposal or reuse criteria. Amends 376.79,.80,.81.
