Financial Institutions; authorizes Banking & Finance Dept. to exempt certain financial institutions from certain notice requirements under certain circumstances; authorizes dept. to adopt rules; clarifies conditions under which dept. may exempt such financial institutions from certain notice requirements; authorizes certain financial institutions to establish branches without being subject to certain requirements under certain circumstances, etc. Amends 655.0385,.948, 658.26.
