State Appropriations/Limitations; constitutional amendment to replace state revenue limitation with state appropriations limitation equal to prior year's appropriations plus growth adjustment based on growth rate of state median household income over preceding 5 years plus growth rate in state population projected for FY, with excess revenues deposited in budget stabilization fund until fully funded & then refunded to taxpayers, etc. Amends s. 1, Art. VII, s. 21, Art. XII.
