Highway Safety & Motor Vehicles; revises terminology & deletes obsolete language; provides second degree misdemeanor penalty for certain violations re leaving scene of accident; changes term "accident" to "crash"; deletes certain findings of Legislature re all-terrain vehicles; revises language re mailing of registration certificates, license plates, & validation stickers; repeals provision re recreational vehicle inspection, etc. Amends FS.
