Foster Care & Related Services; requires Child Welfare System Estimating Conference to include forecasts of child welfare caseloads within info. it generates; provides that Legislature does not intend to require local governments to fund foster care & related services previously funded by state; requires community-based providers & their subcontractors to obtain certain liability insurance; prescribes requirements for preschool foster homes, etc. Amends Chs. 39, 216, 409.
