Explosives; prohibits State Fire Marshal Division of DOI from issuing user license to applicant who has not demonstrated financial responsibility; requires division to adopt rules prescribing distance from residential area within which explosives may not be used & provides procedure for determining appropriate amount for proof of financial responsibility; provides for injunctive relief, etc. Creates 552.095; amends 552.13,.161,.23.
