Healthy Beaches Florida Act; creates said act; provides legislative intent; revises definition of "public bathing place"; authorizes Health Dept. to adopt rules to establish health standards for beach waters & provide for sampling thereof; authorizes dept. to issue health advisories, under certain circumstances; provides for water quality study, subject to appropriation; provides appropriation for research study in Tampa Bay area. Amends 514.011; creates 514.023. APPROPRIATION: $745,000.
