Optometry/Scope & Practice Standards; requires Optometry Board, in implementing Optometry Practice Act, to adopt rules re scope & standards of practice; amends provisions re optometric faculty certificates, licensure & certification by examination, & supportive personnel, to conform; eliminates provision that prohibits licensed practitioner from prescribing, ordering, dispensing, administering, supplying, selling, or giving systemic drugs, etc. Amends Ch. 463.
