Limitation on State Appropriations; constitutional amendment, effective January 1, 2001, to replace revenue limitation with appropriations limitation indexed to growth rate in median household income & projected population growth rate; to suspend limitation in years of major financial emergency declared by Governor & approved by Legislature by extraordinary vote in separate bill, etc. Amends s. 1, Art. VII, s. 21, Art XII.
