Weapons & Firearms/Locking Device; defines "childproof handgun" & "trigger locking device"; revises provisions re sale & delivery of firearms to provide that no person may sell or deliver any firearm to another person other than licensed importer, licensed manufacturer, licensed dealer, or licensed collector when any part of transaction is conducted on property to which public has right of access until specified requirements have been fulfilled, etc. Amends FS.
