Mitigation; requires memorandum of agreement under certain conditions; revises provisions re size of mitigation service area; revises reporting provisions re money donated as wetlands mitigation; requires DEP & certain water management districts to adopt single uniform functional assessment methodology, by rule, by specified date; directs study by OPPAGA for cumulative impacts, etc. Amends 373.4135,.4136,.414.
