Child Abuse/Public Records; provides exemption from public records requirements for portions of records held by guardian ad litem in cases re allegations of child abuse, neglect, or abandonment; permits access to records for research & audit purposes; provides for future review & repeal; provides finding of public necessity. Amends 39.202.
