Health Care; requires that clinical records be furnished to unit upon request; allows patient records to be furnished to unit; provides that certain confidentiality provisions do not limit subpoena power of Attorney General; places emphasis on primary care physicians rather than family physicians; increases Medicaid reimbursement limitation for certain hospital outpatient services, etc. Amends FS.
