Retention Enhancing Communities; creates Retention Enhancing Communities Initiative; provides for selection of communities; provides for selection of RECI participants by WAGES Program State Board of Directors; provides for appointment of liaisons; authorizes Governor to address barriers to implementation of RECI proposals; provides for redirection of certain funds; requires Governor to designate coordinator; provides for monitoring & reporting, etc. Creates 414.224.
