Transition to Teaching Act; creates said act with intent of addressing need of high-poverty school districts for teachers; provides procedures for applying to participate in program; specifies authorized activities & uses of funds; authorizes Education Commissioner to grant emergency certificates to program participants under certain circumstances; requires program participant to serve in high-poverty school district for 3 years, etc.
