Death Penalty Reform Act of 2000; creates said act; provides limitation on filing of postconviction & collateral actions; revises provisions re grounds for death warrant; provides limitation on actions; revises provisions re postconviction review in capital cases; provides for capital postconviction proceedings for which sentence of death is imposed on or after effective date of this act; provides for capital postconviction claims, etc. Amends Chs. 27, 922, 924, 119.19.
