SB 1020: Non-Ad Valorem Assessments

Non-Ad Valorem Assessments; authorizes counties to levy special assessments to fund capital improvements & certain services; provides for apportionment of such assessments; defines term "levied for first time"; specifies circumstances in which local government must adopt non-ad valorem assessment roll at public hearing; prescribes requirements re notice that must be given before such hearing is held, etc. Amends 170.201, 197.3632.
