Driver License & Motor Vehicles Div.; provides legislative findings re Driver License & Motor Vehicles Divisions of HSMV; provides legislative findings re records maintained by divisions; provides legislative findings re missions of divisions & dept. & re application of exclusionary rule; prohibits exclusion of evidence in certain circumstances; provides that certain records shall not be considered law enforcement functions, etc. Creates 90.959; amends 322.20, 320.05.
