Death Penalty/Mental Retardation; defines term "mental retardation"; prohibits imposition of sentence of death on defendant who has mental retardation; provides requirements for raising mental retardation as bar to death sentence; provides for separate proceeding to determine whether defendant has mental retardation; provides for determination of mental retardation to be appealed; provides for application of provisions prohibiting imposition of sentence of death. Creates 921.137.
