Office of Counsel for Children; creates Office of Counsel for Children in tenth regional district of CFS Dept. to represent legal interests of children in out-of-home care pursuant to court order; provides that child may not waive right to counsel supplied by office; provides that office is substituted for dept. in dependency cases when appointed by court; eliminates requirement for court's continued review of child's placement in shelter, etc. Amends Ch. 39.
