Hurricane Loss Mitigation Program; specifies amount of funds to be used to inspect & improve tie-downs for mobile homes; requires DCA to contract with public higher educational institution to serve as administrative entity & fiscal agent for certain purposes; requires DCA to allocate portion of appropriated funds to fund factory-built shelter demonstration project with local school districts, etc. Amends 215.559.
