Lake Okeechobee Protection Program; authorizes line item on utility sewer rates to cover wastewater residual treatment & disposal in certain counties; provides exemption from requirements of Public Service Commission; requires audit of certain treatment facilities; requires report to Legislature. Amends 373.4595.
