Fraud/Payment Cards; prohibits use of scanning device to access, read, obtain, memorize, or store information encoded on payment card without permission of, & with intent to defraud, authorized user of payment card; prohibits use of reencoder to place information onto payment card without permission of, & with intent to defraud, authorized user of payment card; provides enhanced penalty for second or subsequent violation of act, etc. Creates 817.625; amends 921.0022.
