School Transportation; requires that district school boards rather than Education Commissioner determine what constitutes more than reasonable walking distance from home to school for purpose of determining whether to provide transportation for certain students; amends provisions re hazardous walking conditions & funds for student transportation; conforms provisions to changes made by act. Amends 234.01,.021, 236.083.
