Performance-Based Environmental Permitting Act"; removes provisions re renewal of operation permits for specified domestic wastewater facilities, requirements for such renewal, & DEP recordkeeping requirements re such permits; establishes Performance-Based Environmental Permit Program; creates point schedule for violations, & incidents leading to violations, of environmental regulation for purpose of assessing applicants, etc. Amends FS.
