Governmental Reorganization; provides exception to departmental structure requirements; creates State Finance Dept.; creates Insurance & Financial Services Dept.; creates offices of Insurance Commissioner, Financial Institutions Commissioner, & Securities Commissioner; transfers certain powers, duties, functions, & assets of Comptroller, Treasurer, Banking & Finance Dept., & DOI to Office of Chief Financial Officer, etc. Amends Ch. 20.
