Solid Waste Collection; provides requirements for plan for incorporation of new municipality re contracts for solid waste collection; amends provisions re permitting solid waste management facilities; provides requirements for scales used by & records that must be kept by materials recovery facilities & facilities at which construction & demolition debris is processed; provides for applicability & rulemaking. Amends 165.061, 403.707.
