Brevard Co./Melbourne-Tillman Dist.; provides for codification of existing special laws re creation, powers, & duties of Melbourne-Tillman Water Control District, dependent special district in Brevard Co., as provided in specified provisions except as amended by this act; provides legislative purpose; clarifies provisions re liens, collection, & foreclosure to include special assessments & stormwater management user fees, etc.
