Water & Wastewater Systems; deletes requirement that county rate proceedings to follow certain provisions of Administrative Procedure Act; requires Public Counsel to provide legal representation in proceedings before counties under certain circumstances; amends provision re recovery of rate case expenses. Amends 367.171,.0816, 350.0611.
