GENERAL BILL by Council for Smarter Government ; Lynn ; Byrd ; Kyle ; (CO-INTRODUCERS) Cantens

Adoption; removes authority of licensed child-placing agencies to file actions to terminate parental rights; provides additional requirements for petition for adoption; allows biological relatives to have communication or contact with adoptive child under certain conditions; provides for placement of minor pending adoption; specifies grounds upon which parental rights may be terminated; creates Paternity Registry, etc. Amends FS.
