Homelessness; redefines term "homeless child"; revises deadline for submission of documents for school registration for children who are homeless; amends provision re State Apartment Incentive Loan Program; revises requirements for qualifying to participate in program; adds homeless to list of eligible tenant groups; creates State Office on Homelessness within CFS Dept.; creates Council on Homelessness, etc. Amends Chs. 228, 232, 420, 445. APPROPRIATION: $8,822,668.
