Residents; provides for annual payment to Florida resident equal to percentage of federal earned income tax credit allowed to that person; provides duties of Revenue Dept.; provides for transfers from federal Temporary Assistance to Needy Families program to cover costs of such payments & provides effect if such payments exceed such transfers.
