Clay Co. Development Authority; provides for codification of special acts pursuant to provision re said authority, independent special district; provides legislative intent; codifies, reenacts, & amends certain special acts re said authority; provides for minimum charter requirements; provides for liberal construction; provides saving clause in event any provision of act is deemed invalid; repeals certain special acts ten days after effective date of act.
