Seaport Security; provides for minimum security standards for seaports; requires seaports to implement seaport security plans; requires approval of seaport security plans by Office of Drug Control & FDLE; provides requirements for criminal history checks on applicants for employment or current employees of seaport; provides appeal procedure; provides for inspections of seaports; requires certain reports; provides funding criteria, etc. Amends 311.12.
