Elections/Voter's Legal Residence; removes requirement that provisional ballot must be cast in precinct of voter's legal residence; clarifies that provisional ballot must be cast in county in which voter claims to be registered; specifies what constitutes active participation in campaign or candidacy in election being canvassed for purposes of disqualification of canvassing board member, etc. Amends 101.048, 102.141.
