Emergency Telephone Service; provides for distribution of fee collected by telephone company; defines "statewide programs"; revises provisions for accounting services; revises requirements for imposition of E911 fee; provides application of federal Mobile Telecommunications Sourcing Act to provide for administration of fee & to incorporate definitions of terms; revises purpose of fee & provider responsibilities re fees, etc. Amends 365.171,.172,.173.
