Solvency of Insurers & HMOs; specifies authority of DOI re certain notice requirements; specifies that administrative review of certain orders does not operate as automatic stay of such orders; specifies that certain actions are not subject to administrative review; revises liabilities workers' compensation insurer must include on its financial statements; provides requirements for certain annuity agreements, etc. Amends Chs. 624, 641, 625.041, 627.481.
