Florida's Coasts & Public Beaches; transfers state coastal management program functions from DCA to DEP; clarifies procedures for granting or denial of state license for federally licensed or permitted activity; provides for cooperative effort among state agencies & local governments to plan for & assist in display of uniform warning & safety flags & placement of specified uniform notification signs, etc. Amends Ch. 380, 403.061.
