HSMV/Exclusionary Rule; provides legislative findings re Driver Licenses Div. & Motor Vehicles Div. of HSMV; provides legislative findings re records maintained by divisions; provides legislative findings re missions of divisions & department & application of exclusionary rule; provides that creation & maintenance of records of HSMV & Motor Vehicles Div. pursuant to specified provision, are not law enforcement functions, etc. Creates 90.959; amends 322.20, 320.05.
