Juvenile Delinquency Program/Records; provides for creation of county juvenile drug courts; provides for assessments for court costs by circuit & county courts to be used for operation, administration, & programming of teen & juvenile drug courts & provides for distribution of such assessments; expands circumstances under which certain juvenile records are not considered confidential & exempt solely because of age, etc. Amends 938.19, 943.0582, 984.06, 985.04,.407.
