Credit Service Organizations; eliminates exception to prohibited charging or receiving of money or valuable consideration prior to complete performance of specified services by said organization; eliminates condition for establishment of trust account; requires said organizations to obtain surety bond in specified amount; revises provisions re issuance of information statement to buyer of services of said organization, etc. Amends 817.7005,.701,.702,.703.
