Fish & Wildlife Conservation Comm.; provides for dismissal of violations of boating safety identification card possession requirements under certain conditions; authorizes commission to sell licenses & permits by electronic media; creates annual gold sportsman's license; increases fee for nonresident Florida turkey permit; increases license fee for private hunting preserve; permits fishing from shore of Rainbow River, etc. Amends FS.
