Transportation; provides for process for governmental entities & sign owners to enter into relocation & reconstruction agreements re outdoor advertising signs; extends period within which certain transportation facilities needed to serve new development must be in place or under actual construction; defines "federal-aid primary highway system", etc. Amends 163.3180, 334.044, 339.135, 479.15; creates 70.20, 479.25.
