Public Records/Building Plans; creates exemption from public records requirements for building plans, blueprints, schematic drawings, & diagrams of specified facilities & structures owned or operated by agency; provides for retroactive application of exemption; provides exceptions to exemption; provides for future review & repeal. Amends 119.07.
